Answering it turns out to be more tricky that I thought.

I looked at the HMRC stats site, and then at table 1.4 (number of 
taxpayers):

It says 33.3 million individuals paid income tax in 2008/09.

Does that sound right? About half the UK population pay income tax? Can 
you find any other estimates of the number of UK income taxpayers?
