Hi Miguel,
you might want to have a look at www.opengovernance.info its more citizens
centered(in kenya implemented by www.sodnet.org) and focuses more on
development bugdeting from below.It addresses national budgeting from local
perspective and local implementation with an oversight from parliament and
the Auditor general.Also a component that might not be visible is the
feedback option using smses which is coming up next month on version 2 of
this.
