[OpenSpending] Spending forecasts vs. spending realities

Hey Lucy,

this looks great. I like the comparison between the forecast and the actual
performance and I think one could also make an index of forecasting
accuracy, the visualisation is nice, but it can be supported by some
metrics to make a point and show how forecasting accuracy has improved/got
worse even within a single administration.
