[OpenSpending] [OpenSpending-discuss] Giving some feedback on PESA

A little while ago I emailed the group about giving feedback to the UK 
government on some spending data called PESA.

I got a lovely reply from Dan saying he would take part. So for Dan and 
anyone else who would like to take part here's the consultation and my 
answers:

Please feel free to add in comments and improvements. Please write in a 
different coloured font or use some other method to distinguish yourself.

I can do a conference call next week if anyone would like to discuss the 
consultation - just let me know which day suits.

The closing date for submissions is the 15th March.
