 Not really, no: I considered initially to set up an instance of Open Spending, and use the JS libraries and APIs to build a new frontend matching what the administration wanted. But Python turned out to be not an option in their case, so I ended up building the whole thing - both the front- and back-end - from scratch, in Rails. (It's not a full-blown, generic, user-friendly, CKAN-integrated backend, so it's much simpler than OS, of course.)

 In the project I'm involved now the situation is the reverse (at least right now): they require Python, so I'm most probably going to convert the front-end (which is mostly Javascript anyway) to Python, and integrate that with an Open Spending backend. It's not 100% sure at this point, and I'm not sure how much effort will be involved, but I can keep you posted.
