[OpenSpending] Spending Data Handbook: the draft is out!

Agreed with Friedrich, Ioannis, would be great to have people
contribute to the book.

You may find that you are unable to edit that version of the book. If
that is the case, let us know and we will make a copy which is
editable, but definitely a good idea to discuss changes on list first!
