We have recently been discussing the topic of standards for spending
data (http://openspending.org/blog/2012/10/03/spending-standard.html)
, an interesting article from the Guardian on the UK Government
cracking down on docs published as PDFs:

If we were to develop a concept of the standard, who might be willing
to be early adopters of it? Should we ask UK gov, considering they are
about to take over chair of OGP?
Any other suggestions for who might be good candidates for early adopters?
