[OpenSpending] Budget work in the Balkans

Hi All,

Really pleased to announce that the OpenSpending team will be working with
the Centre for Public Interest Advocacy in Bosnia to display national and
subnational budgets interactively.

I've put up a quick post about this here:

As part of this, we'll also be working on training sessions with NGOs in
the Balkan region.

We have CPI in Bosnia, CRTA in Serbia and know the guys from Open Data
Albania, but any other pointers on groups we should definitely reach out to
would be most appreciated!
