[OpenSpending] Portuguese contracts published on OpenSpending by Flipside

This week Flipside published 380k non-bid portuguese government contracts
on OpenSpending <https://openspending.org/pt_ajustes-diretos>, for example
the auditors KPMG<https://openspending.org/pt_ajustes-diretos/to/17029/entries#to:17029>
and
IBM <https://openspending.org/pt_ajustes-diretos/to/6094/entries#to:6094>.
Olaf and Daniel from Flipside wrote a post about how they did it on the
OpenSpending blog:

- Do you know of countries who have published *contract data*, which we
could be added to OpenSpending? If so, we would love to see it on Data to
Load <https://github.com/openspending/datatoload> or directly loaded on to
OpenSpending <https://openspending.org/datasets/new>.
(I noticed that Dan recently shared a nice load of the US federal
contracts<https://bivol.bg/bivol_sunlight_search>
).
- It would be interesting to see how this dataset *differ* from the
Portuguese government contracts available from the EU central procurement
register at Tender Electronic Daily (TED), which has been added here:
http://data.opented.org/country/PT.html
