some more info on Slovenia spending data:

And this is the link where it seems the open budgetary data for years 2010,
2011 and 2012 has been published:

Supevizor is a web application where one can find all the financial
transactions of the public bodies (the amount of the transaction and the
contractor + direct link to the Companies Register where one can see who is
the owner).
It is based on re-use of data concering financial transactions; data has
been provided by the Public Payments Administration of the Republic of
Slovenia.
