Hi Gabe

Interesting to hear that you've been working on a d3.js zoomable pack
layout visualization for the Toronto budget.

For your information: Thomas Preusse from Switzerland has build such a
zoomable app a year ago for the city budget of Bern. Nowadays also
Zürich, Winterthur, and department budget of canton of Bern are
visualized like that:

http://bern.budget.opendata.ch
http://zurich.budget.opendata.ch
http://winterthur.budget.opendata.ch
http://be.budget.opendata.ch

As far as I know Thomas is working currently on improving the app to
merge it with the newer d3.js visualization of ASP 2014:

http://be-asp.budget.opendata.ch

You might want to get in touch with Thomas to share ideas around the
d3.js zoomable approach. Here is his GitHub repository:

Best,

Matthias
