[OpenSpending] Israel budget proposal - now online

Hi there!

We are wrking on Englsh translation to the budget proposal site. Having
said that, we don't have enough volunteers for that. Also, in an Israeli
point of view, its even mor important to translate it to Arabic, so we are
looking at that too.
