[OpenSpending] Help us track aid commitments for Yolanda Phillippines

Looks like the Gov also is now putting together a hub to release info to:

http://www.gov.ph/faith/
http://www.gov.ph/faith/full-report/

I wonder if one could pull this automatically and push to OpenSpending.

some simple scraping.
