[OpenSpending] Fwd: OpenSpending guide - now available in Romanian

Greetings everyone,

Good news: The OpenSpending is now available in one more language -
Romanian.

Anders posted it on http://community.openspending.org/help/guide/rom/ (thank
you!). Now, it would be great to have someone help with reformatting and
posting the guide in markdown. It will be available on Wordpress in full
(instead of google doc), but that will have to wait for some volunteers to
step in.
