[OpenSpending] OpenSpending Guide in French

Hi Pierre,
hi everyone.

I think it's great that we now have the French guide almost entirely translated. I guess, from a purely selfish point of view, it would have been great had this initiative been communicated through the Trello board - where the work is assigned (correct me if I am wrong) - because I had started working on the translation as well. :-)
