[OpenSpending] Expected downtime of OpenSpending

Hi and sorry for cross-posting.

I understand that this is a very short notice but we are going to take
OpenSpending.org offline for around 1 hour or so, in 30 minutes-2 hours
from now.

We therefore anticipate that OpenSpending.org will be back online at
5:30 GMT.

Many of you have experienced problems with OpenSpending.org in the past
weeks where it stopped working all together. This was caused by our
search backend and that is what we are fixing now. We need to take
OpenSpending.org offline while we switch to a new search backend.

Hopefully this will fix the problems we have been experiencing and we
decided that this problem was so urgent that we should fix it as soon as
we were ready to make the switch, which we are working on now.

We are doing this during the night in Europe, but we understand that the
OpenSpending community is global and this will affect many of you so
sorry in advance and thanks for your understanding.
