[OpenSpending] Problem creating models

In your csv file some of the headers have a preceding whitespace. For
example Annee which your csv names ' Annee' (notice the whitespace
before the A).

You have the same problem with:

* ' Description article'
* ' Description article'
* ' Chapitre'

Try to remove the whitespace for these four columns and see if that
works for you.
