[OpenSpending] Global Open Data Index 2014: Add and update your country!

Hi everyone,

I wanted to let up you know about the upcoming Global Open Data Index
<http://global.census.okfn.org/> sprints that Open Knowledge is running
across the community. See our full blog post about it here

tl:dr
The Index allows citizens to measure and benchmark the openness of data
around the world, and to present this information in a way that is easy to
understand and use.

Last year several members of the OpenSpending community contributed to the
index.

You can help in two ways until October 17:
- add or review data about your country - see for example Moldova
<http://global.census.okfn.org/place/md>
- review budget and spending categories: if you have topical knowledge of
the availability of "government budgets" and "government spending"
available in countries in your region you can contribute here as well

Please contribute by submitting information about datasets in your country
- and help us spread to word about the Index in general (our hashtag is
#openindex2014).
