[OpenSpending] Problems with OpenSpending API

I'm so sorry Konrad (and everyone),

I just noticed that I sent the announcement for the expected downtime
today to only openspending-dev (I typed that email address in twice
instead of one to this list and one to the developer list).

Sorry all. This was a screw up on my part.
