[OpenSpending] New OpenSpending Community site

Hi all,

We've migrated the OpenSpending Community site from WordPress to
Jekyll and GitHub Pages.  This should make it easier to tweak, update,
and contribute to the site to better fit the needs of the OpenSpending
community.
