Thanks for your question. Really glad to see that your project from the
spending party is advancing!

FYI to all: We are building a selection of datasets, which need
improvements as case examples here:

My advice in this case would be:
- store the data as a CSV file
- add a time column to the data
- publish the data on the web
- then upload the data to openspending.org

It would be great if one of the Data Wranglers on the list would be able to
assist you going forward?
