[openspending-data] Fresh Italian contract data on OpenSpending

Hi all, Silvio,

Happy new year everyone!

I wanted to mention that Silvio just added 340,000 Italian contracts to
OpenSpending: https://openspending.org/avcp_italy_public_procurement, Silvio:
Great work!

It would be great to see if we could get similar contract data from other
countries up on OpenSpending. Would any of you be up for working on this?

Additionally, for the case of Italy it would be really interesting to see
the EU Structural Fund grants get up on OpenSpending as well. All details
about the Italian structural funds (plus the national co-financing) are
downloadable here: http://www.dps.tesoro.it/opencoesione/dati_attuazione.asp
