[pdb-discuss] works database pages refactored and created use case list

I have been busy refactoring the pages on the 'works database'. In 
particular main page is now at:

http://www.freeculture.org.uk/PublicDomainBurn/WorksDatabase

(this just replaces the old /Index subpage) but more importantly i have 
created a list of use cases for the works database:

http://www.freeculture.org.uk/PublicDomainBurn/WorksDatabase/UseCases

This collects together many of the /features/ from the DatabaseDesign 
and FutureDevelopment into one place and should allow us to plan the 
work more easily by allocating use cases to each phase of the 
development. Take a look and let me know what you think.
