[pdb-discuss] Potential 5K budget for PDB discuss

I think this looks pretty reasonable. My only comment would be that I 
think we can get the legal advice will either be 0 or much more than 
500GBP (if you want to get a proper legal opinion). Since I think we 
will do fine on our own or with the assistance of friendly legal experts 
I think we could change this to 0 and put that money into the developer 
and web designer (1900 won't buy you much of a python developer these 
days -- 2-3 weeks (4 max) for a pro-bono project such as this).
