Hi,
I've been interested in trying to get an open barcode repository for some
time.
A few things that might be of interest:

1)

"In addition, the Research Data Alliance <https://rd-alliance.org/node> is
looking at Linked Data and how it is going to use it, Archer notes,
continuing that “libraries and researchers recognize the value of
persistent URIs as identifiers and Linked Data as the technology to use
them.” Be on the lookout, too, for GS1 to bring persistent URIs to
barcodes for the retail sector for looking up product provenance."

It would be interesting to find out who's having what conversations in this
area

2) Freebase has a large number of products, brands, companies, and more.
It's openly licenced, has db dumps/api, and I've spent a while adding a
limited set of barcodes.
https://www.freebase.com/business/consumer_product has 428,354 entries

3) There are other existing linked data or open efforts `efforts worth
investigating to ingest/integrate with:
