The Digital Development Team at USAID is hiring five (5) new positions
within the U.S. Global Development Lab to focus on how real time data (RTD)
systems can be implemented and scaled to create evidence-based, adaptive
and agile decision making and transform the way development is currently
practiced. RTD systems – delivered through mobile phones, sensors, cloud
computing and other digital platforms – enable governments, donors, and
NGOs to capture performance metrics and engage in a continuous dialogue
with citizens. The RTD strategy has been slated as an imperative by USAID
and will be supported for scale across the Agency. The candidates will work
with a small team of complex systems thinkers, technologists, international
development practitioners, and network and data experts to shape and
implement this vision. The position descriptions are listed below.

*Senior Distributed Systems Architect **(DG -19)**(1 position)*

Real Time Data (RTD) is a USAID-wide initiative to redesign our
international development practice to be more agile, adaptive and
evidence-based using digital technologies.  A core aspect of the strategy
is to invest intelligently in the ecosystems, communities and information
and communication technology (ICT) platforms which are catalyzing new
approaches in development.



The Senior Distributed Systems Architect on the Real Time Data (RTD) team
will apply their deep technical understanding of web services, distributed
architectures, interoperability and open source platforms to shape these
investments within the Agency, with donor and government partners and with
the private sector. S/he will work with USAID Missions in the field and in
Washington on how USAID sector bureaus (health, agriculture, economics,
etc) can implement RTD strategies within their operations and projects. In
addition to technical expertise in scalable system architectures and ICTs,
international development experience and an open mind are all desired. The
Digital Development team is looking for dynamic individuals who can work
and learn in a fast-pace and start-up like environment to help make data
driven approaches the principle way USAID does business and transform the
U.S. development enterprise.

Lab, an organization established within USAID to harness the power of
science, technology, innovation and partnership (STIP) to accelerate
progress toward the goal of eradicating extreme poverty around the world.
The Lab will achieve this vision through a two-part mission: 1)  source and
scale breakthrough development innovations; and 2) accelerate the
transformation of the U.S. development enterprise.



*Senior Program Manager **(DG-31)**(1 position)*

diverse range of activities, from policy and process reforms to guiding the
direct implementation of technology solutions to improve the lives and
livelihoods of the world’s most vulnerable people.



The Senior Program Manager will coordinate the full set of RTD projects. In
addition, they will oversee cross-team collaborations within USAID and link
them with related workstreams, including Digital Inclusion and Digital
Financial Services. Organizational skills and project management experience
in complex fast moving environments are critical to the success of this
role. International development experience, an understanding of information
and communication technologies (ICTs), and an open mind are all desired.
The Digital Development team is looking for dynamic individuals who can
work and learn in a fast-pace and start-up like environment to help make
data driven approaches the principle way USAID does business and transform
the U.S. development enterprise.

diverse range of activities from policy and process reforms to guiding the
direct implementation of technology solutions to improve the lives and
livelihoods of the world’s most vulnerable people.

The Information and Communications for Development (ICT4D) Advisor for Real
Time Data (RTD) will take on one of two roles: 1) coordinating national
scale RTD system implementations with USAID Missions and partners in the
field; and 2) driving internal strategy, redesign and reform efforts with
USAID to institutionalize RTD strategies within their operations and
projects. The ICT4D Advisor will also work on cross-team collaborations and
with related workstreams, including Digital Inclusion and Digital Financial
Services. This position requires multiple years of experience implementing
technology solutions in the field under resource constrained settings and a
strong understanding of the technology space in development.  A technology
background in computer science or a related field and an open mind are also
desired. The Digital Development team is looking for dynamic individuals
who can work and learn in a fast-pace and start-up like environment to help
make data driven approaches the principle way USAID does business and
transform the U.S. development enterprise.
