[School-of-data] 2019 Open Contracting Partnership Community Feedback

Hello, School of Data,

We really care about your feedback.

As you know, a key part of our mission at OCP is to build an empowered,
enthusiastic community who are opening up government contracting to make it
fairer and better.  We can only do so if we meet your needs and demands.
So, we would love to ask you how we can do that better.
