this might be of interest to some here.

the royal society for the encouragement of arts manufactures and  
science, commonly known as the rsa, has issued a charter for  
intellectual property policy.

here's an extract from the preamble:

"Human rights call on us to ensure that everyone can create, access,  
use and share information and knowledge, enabling individuals,  
communities and societies to achieve their full potential."

i haven't had a chance to consider it properly, so i make no comment.
