You will also need the ability for the end-user to download a Java module
from Elluminate  and Elluminate's run-time files - not sure if many
cybercafés will allow that.

If you can get a group from Africa that has access to computers, speakers
and a microphone - I have access to Elluminate whereby we can have a
discussion via a URL. It is a VLE and allows for PPTs, www, multimedia etc.
People can chat one at a time and can use the Whiteboard. Let me know if
this interests you. I usually use it for 2 hours otherwise my bill gets too
high for storing the media - yes, we can record it.

Yes, I see your point, that thought had occurred to me too, but lets say
that we use the meetomatic results as a survey to see where there is a the
most interest for a date, then there will need to be a decision made, based
on that info and other variables. To a degree I trust that most people will
self-select themselves (not respond if they are not intending to go). I am
certainly willing to use another tool, but how about we use this one for the
date survey?

Yes, you are quite right, our local people are not, so far, very involved.
This is somewhat typical for many on-line projects, I'm afraid. Perhaps
because local people may not have a computer of their own, at their home, or
where they work and thus they do not participate in such forums as actively
and are not immersed in an online culture. 
This particular issue is one that the open source community has to address
in Africa in general, how do we engage local participants, how can they
participate in these forums? Does the medium have to change? 
Sometimes I also find that the way we in low context societies dialogue on
these lists might be awkward from people of higher context societies. 
Perhaps we just need to continue to encourage and invite the local
participants to be involved. Any other ideas?
