Already happening - as part of an educational charity I'm a board member
of, I've been talking to some private contractors in Westminster who
have been rolling out a mesh infrastructure-level network over the
borough, with hotspots for metered access. The local area paid for the
infrastructure, BT are doing the 'r&d' (ie. borrowing from our Free
Network colleagues) and I think the hotspots are just more openzone BT
hotspots.
