Service providers, he says, want city governments to sign up as long-term customers to offset costs. Wi-Fi can help police, firefighters and inspectors access information quickly. Some cities, including San Francisco, hoped to provide free service for most users offset by ad revenue. Others, such as Springfield, Ill., wanted to give free service to low-income residents and charge everyone else competitive rates. Minneapolis charges about $20 a month."

What is it about community media in the US that is so hard to do?
I met a young media person here in India just returned from the US, where she had spent several years in community TV. She says the taps are being turned off everywhere. Funds, once extracted from monopolistic cable distributors, are being contested now that cable isn't the only way to go anymore.
And cable guys are hardly likely to fall over themselves fund broadband open access wireless.
