[annotator-dev] AnnotateIt offline

Hi all,

It looks like there's been a pretty nasty screwup somewhere (probably
relating to ElasticSearch being used as a data store... something we always
knew was a bit nasty). I've taken AnnotateIt offline -- or at least put it
into maintenance mode -- until I can restore data from backup and fix the
underlying issues.

I'm sorry I've had to do this, but leaving the service online isn't
acceptable while the resilience of the data store is in question.
