I wouldn't recommend developing off the output file, because you'll then
find it difficult to include any updates or bug fixes made to annotator in
future. I would recommend installing VirtualBox and getting a linux distro
up and running to work in. That way 'make' won't be a problem. (There are
ways of getting make to work on Windows but I'm not familiar with them.)

As for libraries like xpath and ierange, you'll have to get the code from
those projects directly.
