[ckan-committers] RFV: Sergey Motornyuk to become an official member of the CKAN technical team

Hi all,

I'd like to propose that Sergey becomes a tech team member. He has been
regularly attending dev meetings for quite a while, and contributing great
stuff involving different parts of the code, from JS modules to the logic
layer to the DataStore and DataPusher.
