[ckan-committers] RFV: Sergey Motornyuk to become an official member of the CKAN technical team

As far as I'm aware he works full time for Link Digital. Steven (his boss)
himself is keen on having someone on the tech team permanently so I don't
think that will be an issue.

And we've had many other devs leaving the tech team eventually but I don't
think that will be the case with Sergey on the short term.
