[ckan-dev] Location of CKAN documentation (and versions thereof)

I don't have a strong preference either way, but it shouldn't be too
difficult to arrange docs in different subdirectories for different
versions in either case with the help of setup.cfg by setting relevant
parameters in [build_sphinx] and [upload_sphinx]. Not certain about
upload to pypi w.r.t. addition vs replacement of the entire doc tree
though, so this may need a doc repository or some such to keep older
docs around...
