[ckan-dev] Test pass, branch for 1.3

Dear all,

Hooray - after much wrestling with the test setup (and simplification)
and some general bug fixes, I've got both the ckan tests and
ckanext-dgu tests to pass now. So please everyone run the tests before
all check-ins! :-)

I've also created a release branch - ckan-1.3, setting the version as
1.3b (i.e. beta) and released to ckan.net to bed it in, before it gets
released as 1.3 in a week (and goes on metastable). So if you have any
fixes for this release then make sure it is checked in to both this
release branch and default.
