[ckan-dev] upgrade to sqlalchemy 0.7

Hello

I have merged the changes concerning the upgrade to sqlalchemy 0.7
into master (formally default).

This will require the following changes in dependencies.  They are

sqlalchemy-migrate==0.7.1
sqlalchemy==0.7.3
-e hg+https://bitbucket.org/okfn/vdm@vdm-0.10#egg=vdm
formalchemy==1.4.1
