[ckan-dev] FYI helper functions in templates

Just a quick email to keep people informed.

I've changed the way helper functions get to the templates.  This means
that we can cope with most missing helper functions in templates.  This is
more of an issue as plugins can now add additional template helper
functions via ITemplateHelpers.  This change also means that these
additional helper functions are only available to templates.

This change removes the helpers_clean.py file allowed functions are now
defined in helpers.py. If anyone cares the helper object is currently
living in config/environment.py
