I believe that even when OpenID is enabled CKAN users first need to
register a normal CKAN username and password, and then they can
associate their OpenID with their normal CKAN account and start logging
in with OpenID. So any users who were logging in with OpenID should also
have normal CKAN usernames and passwords that they can login with.
