Ah, the CKAN 1.7 package install only supports Ubuntu 10.04. If you want
to install CKAN 1.7 on Ubuntu 12.04 you should follow the source install
instructions:

Alternatively, the upcoming CKAN 1.8 release is hopefully going to
support package install on Ubuntu 12.04, so you could wait for that.
We'll be happy to help you through the 1.7.1 source install instructions
though.
