[ckan-dev] DataStore functionality on TheDataHub

Hi Jim,

This is very odd - I downloaded the file and tried uploading a copy to
the same dataset, ensuring that 'Enable DataStore' was checked in case
for some reason it wasn't before, but I get the same result as you.
The .csv looks fine to me. I wonder if someone accidentally disabled
the DataStorer on the DataHub yesterday - seems unlikely but my best
guess! No doubt one of the devs will be able to shed some light.
