Picloud already support publishing arbritray python functions and exposing
them via RESTish interface.

I didn't quite understand who creates the tasks?  If it is anyone (i.e.
anon can upload her data processing task source code) then your main
problem here is going to be sandboxing, not API details.  I have thought
quite a lot about this, so I can help out if you want.
