[ckan-dev] Changelog box hidden behind resource details

I've done another sweep of this UI -- converting much of it to use
Bootstrap's JS code and layout framework; getting it to display
consistently in different browsers. I've flattened the form into the page
and I think it looks rather nice. You can check it out on test.ckan.net :-)
