[ckan-dev] New branch for Release 1.7.1

Hi all,

I've just created the branch for the upcoming 1.7.1 release. Remember
that this is a "point point" release, and as per our new release
policy we should try to only push changes which are:

* Bug fixes
* Broken things in the frontend
* Documentation

Changesets should be cherry-picked from master, I've already picked
some doc changes that were pushed after the 1.7 release. Please check
if I missed anything.

Any doubts, just contact the Release Police.
