[ckan-dev] genshi.NewTextTemplate extracting translations

The email templates are already .txt, currently without a .html rendering of the email. They're only in organizations and ckanext-dgu as far as I am aware.

The other rendering if currently the unimplemented n3 rendering of the rdf, which we could kill until we are ready to implement properly.
