Well, first of all, the dashboard needs many other features as well (such  
as on-size notifications, statistics, recommendations etc.).

Second:
The purpose of the dashboard is to give the user a on-a-glance overview of  
what's going on CKAN.
The purpose of the public user page is a official representation of the  
user within CKAN.

So, overlapping functionality might be common, just because users might  
not want to permanently switch between two different place in order to get  
the right information.

The matter of being public or private should only be considered when it  
comes to privacy but not when it comes to functionality.
