[ckan-dev] CKAN 'on-behalf-of'

At data.gov.uk, if an individual is 'allowed' to publisher on behalf
of a particular publisher then they are given rights to do so. So
essentially it is no different to if that person was 'part of' that
publisher organisation. That might suit your use case.
