Hey, that's very exciting news!

1.7 has already been released so we aren't accepting translations for
it.
The way it works is this:
1. A few weeks before a new version of CKAN is released we put out a
call for translations (via email to ckan-dev and ckan-discuss)
2. People submit their translations on Transifex
3. We announce that translations are closed, no new translations will be
accepted for the upcoming release and we go into testing mode
4. We download the translations and test that they don't crash CKAN
5. We deploy the new translations on thedatahub.org and ask others to
test languages they can read
6. After any corrections are made, the translations are released with the
new version of CKAN
Bad timing, the deadline for translations for the upcoming 1.8 release
has already passed.
If you can finish your translation for 1.8 _very_ quickly and submit it
today or tomorrow, and if you will test your translation thoroughly on
thedatahub.org when we deploy it there, then we could squeeze your
translation into the CKAN 1.8 release.
Alternatively, you can wait until we put out the call for translations
for CKAN 1.8.1 and/or for CKAN 2.0, and then submit your translation for
those versions.
