[ckan-dev] 2.2 release branch created and strings freeze

Hi all,

After some unexpected problems with the translations I finally managed
to create and deployed the release branch for the upcoming 2.2
version.

Aid in testing it is greatly appreciated, specially with custom
extensions. Note that you will need to follow a source upgrade [1] and
that there are still known issues [2]. Don't use this branch on a
production site just yet.

You can also play around on the beta staging site which has been
updated to the 2.2 branch:

For CKAN devs:

* Strings are now frozen (we'll send a separate email to announce that
translations are open). This means that we won't merge any changes
that introduce or modify existing strings.

* From now on, for anything merged to master that needs to be merged
into 2.2 as well you need to notify the release manager (currently
me), ideally via an email.
